CHOCONUT
TOWNSHIP SUPERVISORS – June 1, 2009
The regular monthly meeting of the Board of
Supervisors was held at the township meeting room, beginning at 7:30 p.m.. Sup. Stewart called the meeting to order and
led in the pledge of allegiance to the American flag. The roll was called and all three supervisors
were present.

Presentation of minutes and treasurer’s report
A motion was made by
Sup.Dovin , seconded by Sup.Mattes and unanimously carried to accept the
minutes and treasurer’s report as presented.
Citizen’s input on the agenda - Public Comment
No comments were offered at
this time.
Reports of the board, commissions and committees
Jack
Davis read a report from Bernard Griffin stating that permits for gas leases
and water needed for fracturing the rock to extract the gas were discussed
along with the plans for a senior citizens center in Choconut Township. Jack asked about the status of the senior
citizens center; Sup. Stewart responded that the startup financing had come
through for the project.
Jack Davis reported that
neither of the Friendsville Borough representatives was present at the
meeting. The commission discussed the county SALDO,
(subdivision and land development ord-
inance. It appears that the township and the county
ordinances are very similar with the excep-
tion of the issues of
windmills, cell phones and minimum sizes for lots and the reference to
zoning. A discussion was held on the lot size
required by the township and that which is required
by the county. The commission also reviewed a nuisance
ordinance.
Choconut Creek Watershed
Jack
Davis said that he talked to Pat Flaherty.
Pat wants to spend about half of the remaining
money
in the grant, (approximately $4,000.00) on stone. Jack will request a three-month extension
of
the grant. The supervisors stated that
they did not want the grant to be extended for a longer
period
of time than three months.
Sup.
Stewart reported that the coalition is going through a D.C.E.D. audit on their
books.
Sup.
Mattes reported that C.O.G. Sewage is dealing with one or two sewage problems
in Choconut Township. The C.O.G. is
trying to set up a date for the Fall convention. There wasn’t anything to
report
on the C.O.G. Codes Committee.
Bid for Sale of Paver
The
secretary reported that no one submitted a bid to purchase the paver.
Bid for Purchase of Cold
Patch
The secretary reported that no one submitted a bid for cold patch.
NEW BUSINESS
Resolution 060109 for the Use of the PennDot Grants On-Line System
A motion was made by Sup.
Mattes, seconded by Sup. Stewart and unanimously carried by
the board to adopt the
resolution to use the system.
Resolution 2009-6-1A – Mattes Road Dirt and Gravel Road Fund
A motion was made by Sup.
Dovin, seconded by Sup. Mattes and unanimously carried by the
board to designate Pennstar
Bank to be the repository of the funds received from the Susquehanna
County Conservation District
to repair a section of Mattes Road.
Request for Action from Local Citizens
A letter was received from
15 township residents requesting the supervisors to take correction action to
clean up the “existing unsafe and hazardous condition on the property known as
‘Denny
Hayes’ Barn’ that is located
on Carmalt Road”. The supervisors
discussed the problem with Alan Hayes, brother of Dennis Hayes and Mrs. Clara
Naylor, mother of Dennis Hayes. It was
determined by the supervisors that the matter should be tabled until Dennis
Hayes is living in the area again and able to take action on the
complaint. The supervisors will get back
in touch with the landowners who signed the complaints as soon as they can
confer with Dennis Hayes.
PUBLIC PARTICIPATION
Allen Hayes asked about the
gas leases that are being signed by some of the township residents; the
supervisors responded to his
questions.
APPROVAL OF BILL LIST 2009-05, CURRENT BILLS, PAYROLL AND PROPOSED
BUDGET AMENDMENTS
A motion was made by Sup.
Mattes , seconded by Sup. Stewart and unanimously carried by the
board to approve the bill
list, current bills, payroll and the budget amendments.

ADJOURNMENT
A motion was made by Sup.
Stewart, seconded by Sup. Mattes and unanimously carried by the board to
adjourn the meeting.
