CHOCONUT
TOWNSHIP SUPERVISORS – April 5, 2010
The regular monthly meeting of the Board of
Supervisors was held at the township meeting room, beginning at 7:30 p.m.. Sup. Stewart called the meeting to order and
led in the pledge of allegiance to the American flag. The roll was called and Supervisors Stewart,
Mattes and Dovin were present.

Presentation of minutes and treasurer’s report
A motion was made by Sup.
Mattes, seconded by Sup. Dovin and unanimously carried to accept the minutes
and treasurer’s report as presented.
Citizen’s input on the agenda - Public Comment
Residents of Meadow Lane in
Choconut Township presented to the board of supervisors the problems that they
were having with Keith and Jeanette (Corso) Barkan, who were also residents of
Meadow Lane. They cited the following
problems:
1. Pit bulls – killed cats,
attacked a dog and frightened children.
2. Burning – large, “enormous”
fires, some of which smelled of toxic fumes, black smoke which drifted over
into their properties.
3. Junk cars
4. Sewage odor in the area
The board of supervisors
requested that the complaints be put in writing and given to the board so that
they could be investigated. The
residents agreed to file a written complaint.
Reports of the board, commissions and committees
1.
Gas drilling – continues to have a big impact on the county
2.
New businesses are starting up in the county
3.
Several major subdivisions have been approved
4.
Questions were posed about a proposed trailer park in Bridgewater
Township
5.
The commission made a request to PennDot for an increase in funds for
road maintenance due to extra traffic generated by gas drilling.
A report was not available,
but it was stated that at the last meeting the supervisors were requested to
take the nuisance ordinance
to solicitor Michael J. Giangrieco. Solicitor Giangrieco has asked why a junk
car regulation was part of
the ordinance when we already have a junk car ordinance in place.
Choconut Creek Watershed
A
report was not available. Supervisor
Stewart discussed repairing the damage caused by flooding from the Hurley
Brook; this is not part of the Choconut Creek Repair Project.
C.O.G. and C.O.G. Codes – The supervisors stated that
there wasn’t anything to report.
C.O.G. Sewage Committee
Sup.
Mattes reported that the committee office may start having the office open 5
days a week as the
volume
of business was increasing.

NEW BUSINESS
Bids for Road Materials
The secretary reviewed the
items to be placed out for bid for the May meeting.
Resolution 2010-0401 – Emergency Management Operations Plan
A motion was made by Sup.
Stewart, seconded by Sup. Dovin and unanimously carried by the board to
adopt the Susquehanna County
and Municipal Emergency Operations Plan which was adopted by the
Susquehanna County Board of
Commissioners on October 23, 2009.
Geosynthetic-Reinforced Soil (GRS) Test Site
The supervisors discussed an
e-mail which was received by Sup. Dovin regarding the possibility of the
township providing a
location for a test site for this new product.
PUBLIC PARTICIPATION - There wasn’t any public participation at this point
in the meeting.
APPROVAL OF BILL LIST 2010-03, CURRENT BILLS AND PAYROLL
A motion was made by Sup.
Mattes, seconded by Sup.Dovin and unanimously carried by the board to approve
the bill list, current bills and payroll.

A motion was made by Sup.
Stewart, seconded by Sup. Mattes and unanimously carried by the board to
adjourn the meeting.
