CHOCONUT
TOWNSHIP SUPERVISORS – January 4, 2010
The organizational meeting for the year 2009 was held at 7:30
p.m. at the township meeting room. Sup.
Stewart called the meeting to order and led in the pledge of allegiance to the
American flag. The roll was called and
Supervisors Stewart, Mattes and Dovin were present.

ELECTIONS AND APPOINTMENTS
A. Chairman of the Board of Supervisor
A motion was made by Sup.
Mattes and seconded by Sup. Dovin to elect Sup.Stewart to the position of chairman of the board of
supervisors.
B. Vice Chairman of the Board of
Supervisor
A motion was made by Sup. Stewart and seconded by Sup. Dovin
to elect Sup. Mattes to the position of vice chairman of the board of
supervisors.
C. Appoint Choconut Township Secretary-Treasurer - and fix salary
A motion was made by Sup.
Stewart , seconded by Sup. Mattes and unanimously carried by the board to
appoint Linda A. Gittoes to the position of secretary-treasurer at a fixed
salary of $550.00 per month.
D. Rep. to Susquehanna Co. Council of Governments
A motion was made by Sup.
Stewart and seconded by Sup. Dovin to elect Sup. Mattes to the position of
representative.
E. Alternate
Rep. to C.O.G.
A motion was made by Sup.
Stewart, seconded by Sup. Mattes to appoint Sup. Dovin to the position of
alternate representative.
F. Rep.
to C.O.G. Sewage Committee
A motion was made by Sup.
Dovin and seconded by Sup. Stewart to appoint Sup. Mattes to the position of representative to the
C.O.G. Sewage Committee.
G. Alternate Rep. to C.O.G. Sewage Committee
A motion was made by Sup.
Stewart and seconded by Sup.Mattes to appoint Sup. Dovin to the position of
alternate representative.
H. Rep. to Susquehanna Co. Codes Committee
A motion was made by Sup.
Stewart and seconded by Sup. Mattes to appoint Sup. Dovin to the position of
representative.
I. Alternate
Rep. to Susquehanna Co. Codes Committee
A motion was made by Sup.
Dovin and seconded by Sup. Stewart to appoint Sup. Mattes as alternate.
J. Designate
Roadmaster (s)
A motion was made by Sup.
Stewart, seconded by Sup. Mattes and unanimously carried by the board to
appoint all three supervisors as roadmasters.
K. Designate Land Development Permit Officer (s)
A motion was made by Sup.
Stewart and seconded by Sup. Mattes to appoint
Sup. Dovin to be land development permit officer for non UCC
permits.
L. Appoint
Tax Collector to collect enabling taxes and fix salary; appoint Deputy Tax
Collector
A motion was made by Sup.
Mattes , seconded by Sup. Dovin and unanimously carried by the board to appoint
Barbara A. Legg to the position of tax collector for enablement taxes at the
rate of 5% of the amount of taxes collected. A motion was also made by Sup.
Mattes, seconded by Sup. Stewart and unanimously carried by the board to
appoint Tracey Legg as deputy tax collector.
M. Appoint
township supervisors to be utility workers and equipment operators
A motion was made by Sup.
Stewart, seconded by Sup. Mattes and unanimously carried by the board to
appoint all township supervisors to be utility workers and equipment operators.
N. Set
rate of pay for township workers
A motion was made by Sup.
Mattes, seconded by Sup. Dovin and unanimously carried by the board to set the
rate of pay for township workers at $9.00 per hour and at the discretion of the
board of supervisors.
O. Set
reimbursement mileage at same rate set by IRS (currently $.50 per mile)
A motion was made by Sup.
Stewart, seconded by Sup. Dovin and unanimously carried by the board to set the
reimbursement rate at the same rate set by the I.R.S..
P. Appoint
township solicitor
A motion was made by Sup.
Mattes, seconded by Sup. Stewart and unanimously carried by the board to appoint
Attorney Michael J. Giangrieco to the position of township solicitor.
Q. Set
date and time of supervisors meeting
A motion was made by Sup.
Mattes, seconded by Sup. Dovin and unanimously carried by the board to set the
supervisors meeting at 7:30 p.m. on the first Monday of the month, except in
the event of a legal holiday. In the
event of a legal holiday, the meeting will be held on the next day, Tuesday,
with a supervisors workshop at 7:00 p.m. on the first Monday of the month,
immediately preceding the monthly meeting of the board of supervisors.
R. Representative to the PSATS Hershey Convention
A motion was made by Sup. Mattes, seconded by Sup. Stewart to
appoint Sup. Dovin as the voting representative to the PSATS Hershey
convention. All three supervisors will be attending the convention this year.
PRESENTATION OF MINUTES AND TREASURER'S REPORT
A motion was made by Sup.
Mattes seconded by Sup. Dovin and unanimously carried by the board to accept
the minutes and treasurer's report as presented.
CITIZENS INPUT ON THE AGENDA - with public comment
No one had any input on the
agenda.
REPORTS OF THE BOARD, COMMISSIONS AND COMMITTEES
A. County
planning commission
The county commission met on 12/29/09 – no subdivisions
were submitted for Choconut Township.
There are 240 gas drilling sites in Susquehanna County.
B. Choconut
Township-Friendsville Borough Planning Commission
The commission did not have
a meeting in December.
C.
Susquehanna Co. Council of
Governments and C.O.G. Sewage
C.O.G. – Three townships
withdrew from the council.
C.O.G.
Sewage – The office will be open 4 days a week until April due to the cut
in
reimbursement funds from the state. The head C.E.O. was laid off and
an
alternate S.E.O. was hired.
C.O.G. Codes – The committee
is still waiting for the regional police force report.
D. Northern Tier Coalition – No meeting in December; one
is to be held in January.
OLD BUSINESS
election is held at a
commission meeting.
NEW BUSINESS
A. A motion was made by Sup. Stewart, seconded by Sup. Dovin and unanimously carried by the board of supervisors to authorize the list of individuals presented by the Silver Lake Vol. Fire Company to serve as fire police.
PUBLIC PARTICIPATION
Jack Davis asked about the duties of the constable. Sup. Mattes responded that the duties of the
constable were to serve legal papers and provide security at elections.
Jack Davis stated that he wanted to meet with the supervisors to review the
proposed nuisance ordinance. A tentative
date of January 12, 2010 was set for the meeting.
APPROVAL OF BILL LIST 2009-12, CURRENT BILLS AND PAYROLL

A motion was made by Sup.
Mattes, seconded by Sup. Dovin and unanimously carried by the board to approve
the bill list, current bills and payroll.
ADJOURNMENT
Since there wasn’t any other
business to discuss, a motion was made by Sup. Mattes, seconded by Sup. Dovin
and unanimously carried by the board to adjourn the meeting.
